Portfolio Manager: Assured Communications and Advanced Sensing

The Civil-Military Innovation Institute, Inc. (CMI2) is seeking a Portfolio Manager: Assured Communications and Advanced Sensing to lead integration and research and development efforts for emerging technologies for the United States Department of Defense (DOD) under CMI2’s Accelerating Future Operational Requirements, Capabilities, and Experimentation (FORCE) Program. This role reports to the Accelerating FORCE Program Manager in Morgantown, WV.

CMI2 is a 501(c)(3) non-profit entity that supports DOD activities to build a civil-military innovation workforce optimized to advance national security technologies, as well as align the work of innovators from universities and non-traditional technology companies with the activities of the DOD and public safety communities.

The Accelerating FORCE Program engages with strategic decision-makers within the U.S. Army modernization enterprise to determine future requirements for technology. These requirements are established through the discovery of promising, early-stage commercial technology. The program accelerates solutions to the Army total force by applying resources to create fit-for-purpose solutions to meet both funded and unfunded Army Future Force Modernization Enterprise (FFME) requirements, thereby transitioning the technology into a permanent Army program.

Essential Position Functions

  • Lead technology integration in operational scenarios, solving complex challenges.
  • Develop and manage partnerships to integrate and upgrade Army assets.
  • Plan, execute, and support Demonstration, Test & Evaluation (DT&E) and Operational Test & Evaluation (OT&E) for prototype technologies.
  • Build experimentation and assessment plans with engineers, scientists, and warfighters.
  • Oversee technical recruitment, outreach, requirements integration, and portfolio management for Accelerating FORCE’s Assured Communications, cUAS, and electronic warfare activities.
  • Guide technical projects through transition into permanent Army programs of record.
  • Develop and maintain strong relationships with:
    • Army acquisitions offices
    • Army science, technology, and research communities
    • Army Futures Command (AFC)
  • Facilitate commercialization opportunities and mentor entrepreneurs associated with successfully delivered prototypes.
  • Establish processes for transitioning prototypes from the FORCE program into Army programs.
  • Manage prototyping and solution development with academic institutions and commercial industry partners.

 

Minimum Qualifications

  • Bachelor of Science degree preferred.
  • Minimum of 5 years of experience in program management, exercise planning, or military operations planning. Military experience preferred.
  • Demonstrated ability in electromagnetic spectrum operations, cUAS operations, UAS operations, or other applicable DOD related technology fields.
  • Willingness to travel.
  • Demonstrated ability to communicate complex topics to strategic leaders.
  • Comfortable taking initiative and seeking out responsibility.
  • Experience working dynamic programs with fluctuating scope and integrated coordination of multiple disciplines.
  • Active DOD Secret clearance at time of hire, with the ability to upgrade to Top Secret to meet mission requirements.
  • Must display strong team player mentality and high emotional intelligence.
  • Basic understanding of academic and military research labs.
  • Proven success in managing complex projects from panning through execution.
  • Comfortable taking initiative and seeking out responsibility.
  • Experience working dynamic programs with fluctuating scope and integrated coordination of multiple disciplines.
  • Active DOD clearance at time of hire, with the ability to upgrade as necessary to meet mission requirements.

Travel Requirement:  10-25% (estimated), to include travel outside the continental United States (OCONUS)
